Safety requirements and standards for using PAPR

To ensure the effective and safe use of PAPR in welding operations, various regulatory agencies and industry standards have established a series of requirements and guidelines. The following are the main safety standards and usage requirements:

NIOSH Certification: In the United States, all respiratory protection equipment used for occupational purposes must be certified by the National Institute for Occupational Safety and Health (NIOSH). As an air-purifying respirator, the PAPR also needs to meet the relevant standards of NIOSH. NIOSH requires that the filter material, fan, mask, and other components of the PAPR together form an integrated system. Only after being tested and meeting the specified performance indicators can it obtain certification. For example, the high-grade particulate filter material used in the PAPR must comply with the standards of P100 or HEPA in 42 CFR Part 84, capable of filtering at least 99.97% of 0.3 micron particles [cdc.gov]. NIOSH also stipulates that the PAPR should provide at least 4 cubic feet per minute (113 liters per minute) of air flow (for a tightly sealed mask) or 6 cubic feet per minute (170 liters per minute) of air flow (for a loose head cover) during normal use to ensure positive pressure inside the mask and sufficient fresh air supply [wwwn.cdc.gov]. PAPRs that do not meet these flow requirements will be regarded as ineffective in providing protection and will not be certified. When welders choose a PAPR, they should ensure that it has a NIOSH certification label and consult the certification information to confirm the scope of application and limitations of the system.

OSHA standards: The Occupational Safety and Health Administration (OSHA) in its "Respiratory Protection Standards" (29 CFR 1910.134) has set requirements for the use of PAPR. OSHA requires employers to provide and use approved respiratory protection equipment for the employees who need it, and to establish a comprehensive respiratory protection plan. For employees using PAPR, OSHA stipulates the requirements for annual fit testing: Only employees who have passed the qualified fit test and obtained approval can use the tightly sealed PAPR (such as half masks or full masks) [cdc.gov]. In contrast, loose PAPR (such as hoods or helmets) do not require fit, and therefore do not need to undergo fit testing [cdc.gov]. OSHA's respiratory protection standards also require employers to regularly inspect, clean, and maintain respirators, and provide training on their use for employees. For welding operations, OSHA's welding standards (29 CFR 1926.352) also require that when welding is conducted in enclosed spaces or in poorly ventilated areas, local ventilation or respiratory protection measures should be taken. Therefore, using PAPR in these situations is in line with OSHA requirements, but it is necessary to ensure that the use of PAPR complies with the relevant provisions of the 1910.134 standard. Additionally, OSHA clearly states in its welding standards' annotations that welders must use local exhaust ventilation or approved respiratory protection equipment when welding, cutting, or heating metal in enclosed spaces [osha.gov]. This means that when adequate engineering controls cannot be achieved, PAPR is a necessary personal protective measure.

Chinese national standard: In China, PAPR is classified as an electrically powered exhalation filtering respirator, and its use should comply with relevant national standards. For instance, GB 2626-2019 "Respiratory Protection Self-Contained Filtering Dust-Resistant Respirator" stipulates different filter cotton grades (such as KN95, N95, KP100, etc.) with different filtration efficiencies. The filter element used in PAPR should meet the corresponding filtration efficiency requirements. Additionally, China's welding and cutting safety standards (such as GB 50485-2019 "Welding and Cutting Safety") have requirements for protective measures for enclosed space welding, suggesting the use of effective respiratory protection equipment when mechanical ventilation cannot be adopted. China's occupational health standards GBZ 2.1-2019 "Occupational Exposure Limits for Occupational Hazard Factors in Workplaces - Part 1: Chemical Hazard Factors" and GBZ 2.2-2019 "Occupational Exposure Limits for Occupational Hazard Factors in Workplaces - Part 2: Physical Factors" set occupational exposure limits for harmful substances such as welding fumes and ozone. Enterprises are required to ensure that employees' exposure levels are below the limits. If the engineering control cannot meet the standards, effective respiratory protection equipment such as PAPR should be provided. It should be noted that China has not yet formulated a specific national standard for PAPR, but enterprises usually refer to international standards and foreign certifications when choosing and using PAPR, such as NIOSH certification or CE certification. For example, many imported PAPR products sold in the Chinese market have their filter materials certified by NIOSH 42 CFR Part 84, and their fans have passed explosion-proof certification, etc., to meet the safety needs of Chinese users.

In conclusion, adhering to standards and regulations such as NIOSH, OSHA, and CE is the foundation for ensuring the safe and effective use of PAPR in welding operations. Both welders and employers should be familiar with and comply with these requirements, conduct regular equipment inspections, and train operators, thereby fully leveraging the protective function of PAPR.
